The NQFL is regulated at the ordinance level, which is strongly based on the ordinance in Switzerland. The legislative process is a "bottom-up" approach and Liechtenstein authorities were also involved. Representatives from Liechtenstein training companies are involved in the Swiss organizations of the working world (OdAs) and are also present in the relevant processes. Because the representatives in Liechtenstein are organized in associations, the associations are also indirectly involved. As soon as the ordinance on the NQFL comes into force, the first professions that have been classified in Switzerland can be adopted and published. The classifications are made in Switzerland, more precisely by the SERI (State Secretariat for Education, Research and Innovation). After the classified VET qualifications have been approved and published by SBFI, the VET qualifications existing in Liechtenstein are accordingly approved by the Liechtenstein government and published by the national coordinating body, the Agency for International Educational Affairs (AIBA), in a directory on its website. VET qualifications for which there is no SBFI classification are classified by the government. In doing so, it may take into account the corresponding recommendations of the EHB (Swiss Federal Institute for Vocational Education and Training).
